Dúirt an Teachta Dála Cian O’Callaghan go bhfuil an Ghaeilge i mbaol sa nGaeltacht ach nach raibh tada beartaithe i reachtaíocht nua chun dul i ngleic leis an bhfadhb

Cáineadh déanta ar an Aire Tithíochta as neamhaird a dhéanamh ar an nGaeltacht i mbille tithíochta nua

 Tá cáineadh déanta ag Teachta Dála ar chur chuige an Rialtais i leith cúrsaí tithíochta sa nGaeltacht agus ráite aige nach bhfuil aon bheart i reachtaíocht nua atá beartaithe chun an Ghaeilge a chosaint.

Faoi reachtaíocht bheartaithe a chuir an tAire Tithíochta Darragh O’Brien os comhair na Dála an tseachtain seo, tá leasú le déanamh ar an dlí a bhaineann le tithíocht inacmhainne agus comhlachtaí ceadaithe tithíochta ach dúirt an Teachta Dála de chuid na nDaonlathaithe Sóisialta, Cian O’Callaghan, nach bhfuil tada sa mbille a thacóidh le cás na teanga ná le muintir na Gaeltachta.

Agus é ag labhairt sa Dáil, thagair an Teachta O’Callaghan do scéal a bhí ar Tuairisc faoi fhorbairt tithíochta atá á tógáil sa nGaeltacht i gcontae na Gaillimhe nach mbeidh aon choinníoll teanga ag baint léi. Dúirt an Roinn Tithíochta gur fhág an dlí reatha nach bhféadfaí tús áite a thabhairt do Ghaeilgeoirí i ndáileadh na dtithe mar chuid den scéim bheartaithe.

“Bhí neart poiblíochta á fháil ag an Aire le déanaí agus é ag seoladh Scéim Tithíochta ar cíos de réir costais i mBearna [i gConamara]. Ach níl aon choinníollacha teanga curtha leis an bhforbairt sin. Ní chuideoidh an scéim sin in aon chor leis an nGaeilge a chosaint sa gceantar Gaeltachta sin. Dúirt an tAire nach bhféadfaí coinníoll teanga a chur leis an tithíocht sin faoin reachtaíocht mar atá,” a dúirt an Teachta O’Callaghan sa Dáil.

D’fhiafraigh an Teachta Dála do Chuan Bhaile Átha Cliath Thuaidh den Aire O’Brien cén fáth nach raibh an Rialtas tar éis dul i ngleic le cás na Gaeltachta sa reachtaíocht nua.

“Níl aon rud sna forálacha éagsúla sa mBille seo a thabharfadh cosaint don Ghaeilge sa nGaeltacht. Cén fáth a bhfuil an cás amhlaidh nuair atá bearta eile á gcur chun cinn?

“Tá an Ghaeilge i gcontúirt i gceantair Ghaeltachta de bharr siléig i gcúrsaí pleanála. Ní mór díriú air sin. Gheall an Rialtas beagnach trí bliana ó shin go gcuirfí treoirlínte pleanála ar fáil do na húdaráis phleanála maidir le na dualgais reachtúla atá orthu an Ghaeilge a chosaint sna ceantair sin. Níor eisíodh na treoirlínte sin go fóill. Tá súil agam go n-inseoidh an tAire Stáit dúinn cén uair i dtréimhse feidhme an rialtais seo a chuirfear ar fáil iad.”

Níor thug an tAire O’Brien ná an Aire Stáit Malcolm Noonan aon fhreagra ar cheisteanna O’Callaghan le linn na díospóireachta ar an reachtaíocht.

Breis is scór Teachta Dála ar fad a labhair le linn na díospóireachta ar an mbille ach ba é an Teachta O’Callaghan an t-aon duine a thagair do chás na Gaeilge nó na Gaeltachta.

Tá tagairt déanta roinnt uaireanta ag an Aire Tithíochta Darragh O’Brien den scéim tithíochta atá á forbairt i mBearna agus í ar an gcéad fhorbairt tithíochta ar cíos de réir costais sa nGaeltacht riamh, dar leis. D’fhógair a Roinn maoiniú €3 milliún don Chomhlacht Ceadaithe Tithíochta, Tuath Housing, níos luaithe i mbliana chun 14 teach ar cíos de réir costais a thógáil i mBearna.

Cé go bhfuil an fhorbairt sin lonnaithe sa nGaeltacht, ní bheidh aon dualgas ann méid áirithe de na tithe a chur ar leataobh do chainteoirí Gaeilge.
