Caithfear cúrsaí Gaeilge nua a bhunú láithreach bonn le sprioc earcaíochta a bhaint amach – coiste Oireachtais

Caithfear cúrsaí nua tríú leibhéal a bhunú láithreach bonn chun go mbeifear in ann sprioc nua an Stáit cur le líon na nGaeilgeoirí sa tseirbhís phoiblí a bhaint amach.

Sin an moladh a bhí ag baill de Choiste Oireachtais na Gaeilge i ndiaidh dóibh cuairt a thabhairt le déanaí ar Ghaeltacht Chonamara agus Acadamh na hOllscolaíochta Gaeilge.

Dúirt Cathaoirleach an choiste, Aengus Ó Snodaigh, Teachta Dála de chuid Shinn Féin, go gcaithfear gníomhú anois má táthar le príomhsprioc na reachtaíochta teanga nua a bhaint amach, is é sin gur cainteoirí Gaeilge a bheidh in 20% d’earcaigh nua na seirbhíse poiblí faoin mbliain 2030.

“Maidir leis an Acadamh, phléamar réimse ábhar a bhaineann lena chuid oibre, ach díríodh ar an ngá atá ann ag leithéidí an Acadaimh agus forais tríú leibhéal eile cúrsaí sainiúla ar leith a chur ar fáil i gcomhair na seirbhíse poiblí, de thairbhe na spriocanna atá leagtha síos anois in Acht na dTeangacha Oifigiúla. Baineann na spriocanna sin le seirbhísí dátheangacha agus leis an gcoinníoll atá ann seirbhísigh dhátheangacha a earcú roimh 2030.

“De bharr go bhfuil, agus go mbeidh, an dualgas ar an tseirbhís phoiblí seirbhísí a bheidh go hiomlán dátheangach a chur ar fáil, beidh cúrsaí ar leith ag teastáil ó gach comhlacht poiblí chun inniúlacht a gcuid foirne sa Ghaeilge a mhéadú. Ní leor an cúpla focal, agus ní ghlacfaidh Pobal na Gaeilge leis sin ann féin níos mó.

“Molaim do na forais tríú leibhéal na cúrsaí sin a ullmhú go réamhghníomhach agus iad a leagan faoi bhráid an Choiste Chomhairligh nuabhunaithe um Sheirbhísí Gaeilge a bhfuil an dualgas i leith an 20% leagtha air.”

Bhí a gcéad chruinniú an tseachtain seo  ag an gcoiste náisiúnta nua a bunaíodh le plean a ullmhú chun príomhsprioc an dlí teanga nua a bhaint amach, is é sin gur Gaeilgeoirí a bheidh in 20% d’earcaigh nua na seirbhíse poiblí faoin mbliain 2030.

Roimh dheireadh mhí Lúnasa a fhógrófar go bhfuil tairiscintí á lorg ó ghrúpaí a mbeadh suim acu taighde a dhéanamh faoi staid na Gaeilge sa státchóras, taighde a bheidh mar chuid den phlean náisiúnta earcaíochta.

Measann Éamon Ó Cuív, Teachta Dála de chuid Fhianna Fáil agus iar-aire Gaeltachta, go bhfuil obair mhór ag teastáil chun an sprioc sin a bhaint amach agus tá brú á chur aige le tamall ar an Aire Ardoideachais Simon Harris a rá cén plean atá ag a Roinn chun a chinntiú go mbeifear in ann na poist a bheidh ann do Ghaeilgeoirí sa tseirbhís phoiblí a líonadh.

Tá ráite ag an Aire Harris, gur faoi na hinstitiúidí ardoideachais amháin atá sé cinneadh a dhéanamh maidir le cúrsaí trí Ghaeilge a chur ar fáil agus nach leis an Roinn treoir a thabhairt d’institiúid cé na cúrsaí a chuirtear ar fáil.

Dúirt Harris chomh maith gur shíl sé go raibh dóthain cúrsaí ann cheana féin chun freastal ar an éileamh a bheadh ar Ghaeilgeoirí “amach anseo”.

Dúirt Ó Cuív go raibh sé ar nós go bhfuil an tAire Ardoideachais “ag tabhairt an dá mhéar” d’Aire Stáit na Gaeltachta maidir leis an nGaeilge a chur chun cinn ag an tríú leibhéal.

I gceannáras Fhoras na Gaeilge i mBaile Átha Cliath a bhí a gcéad chruinniú ag Coiste Comhairleach um Sheirbhísí Gaeilge an Phlean Náisiúnta Earcaíochta, coiste a bhfuil dhá bhliain acu chun an plean náisiúnta earcaíochta don Ghaeilge a ullmhú.

Mar chuid den phlean níor mhór d’Aire Stáit na Gaeltachta spriocdháta a leagan síos chomh maith faoina gcuirfear gach seirbhís phoiblí sa Ghaeltacht agus don Ghaeltacht ar fáil i nGaeilge. Caithfear spriocdháta eile a leagan síos faoina mbeidh gach oifigeach poiblí atá lonnaithe sa Ghaeltacht ag obair trí mheán na Gaeilge.

Dúirt Aire Stáit na Gaeltachta Jack Chambers go raibh “na chéad chéimeanna tábhachtacha” tugtha i leith an Phlean Náisiúnta Earcaíochta don Ghaeilge.
